Balkans eSIM: Which Pack Covers Montenegro, Serbia, Kosovo and Bosnia

Short answer: We sell no single-country plan for Montenegro, Serbia, Bosnia and Herzegovina, North Macedonia or Albania, so a multi-country pack has to cover them. Kosovo is the exception: it has its own plans, and most packs leave it off. For a week across the five, buy Half Global 12 GB at $16.99.

Prices checked on 20 October 2026 across every plan we sell with a fixed data size. “Cheapest” means the lowest price among plans with at least that much data and enough validity, so a 12 GB plan can win a 7 GB row. A moderate week uses 4–7 GB and a moderate month 15–25 GB by our trip data calculator.

Search for a Montenegro eSIM or a Serbia eSIM on our site and you land on an empty country page. The plans exist, they just sit inside multi-country packs with names like Balkans Special, Half Global and Europe and USA, and each pack covers a different slice of the region. This guide goes country by country through our own catalog: which packs cover which countries, what Balkans Special actually includes, why most Europe plans stop at the Croatian border, and what to do about Kosovo. Every pack mentioned here is on our regional and multi-country plans page.

Three travellers at a stone viewpoint above the Bay of Kotor in Montenegro, checking a phone and a paper map
Montenegro has no single-country plan on sale right now, so the plan that covers Kotor is a multi-country pack.

Is there a single-country eSIM for Montenegro or Serbia?

Not right now. On 20 October 2026 we have no single-country plan on sale for Montenegro or Serbia, and none for Bosnia and Herzegovina, North Macedonia or Albania either. Our Montenegro and Serbia country pages exist but hold no plans; they point to the packs instead.

Kosovo is the only one of the six with its own plans: five sizes from one supplier, listed on our Kosovo eSIM page.

That leaves the multi-country packs. Here is how many cover each country:

A pack family is one plan name sold in several sizes, such as Balkans Special 1 GB to 20 GB. The counts cover plans you can buy new, with top-ups left out. Fifty-odd plans sounds like plenty, but most of them are wide global plans at global prices. The useful choices for each country come down to two or three families.

Which pack covers which Balkan country?

These are the pack families that cover each country, with the price of the cheapest plan of 7 GB or more:

Three things stand out.

The two-country Montenegro and Albania pack loses to a 40-country one. Its 10 GB plan costs $17.99, while Europe and USA 12 GB covers both countries, plus Serbia and Croatia, for $15.99.

Bosnia and North Macedonia drop off the cheapest list. Europe and USA skips them, so any route that touches either one moves up to Half Global.

Only three pack families put Kosovo on their list: Discover Global, Best World and World. Discover Global then misses Bosnia, so Best World and World are the only packs we sell that cover all six countries.

What is Balkans Special, and what does it cover?

A couple on a train through a green river valley in the Balkans, one checking a phone, the other looking out of the window
Balkans Special lists 40 countries. Most of them are in the rest of Europe, and Kosovo is not one of them.

Balkans Special is a pack family from the supplier Sparks, sold in five sizes. All five share one coverage list of 40 countries and the same terms:

PlanDataValidityPricePrice per GB
Balkans Special 1 GB1 GB14 days$5.49$5.49
Balkans Special 3 GB3 GB30 days$12.99$4.33
Balkans Special 5 GB5 GB30 days$16.99$3.40
Balkans Special 10 GB10 GB30 days$27.99$2.80
Balkans Special 20 GB20 GB30 days$41.99$2.10

Despite the name, most of the list is the rest of Europe. Its 40 countries are Albania, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, the Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine and the United Kingdom.

Kosovo is not on the list. Neither are Belarus, Russia, Andorra or Monaco.

Compared with Europe and USA, a sister family from the same supplier, Balkans Special swaps the United States and Israel for Bosnia and Herzegovina and North Macedonia. Everything else on the two lists is the same.

The terms on the product pages for all five sizes:

  • Hotspot: allowed.
  • Top-up: yes. We sell five Balkans Special top-ups at the same sizes and prices.
  • Network label: 4G/LTE. None of the five carries the 5G label.
  • Activation: the plan starts on first data use, so you can install it at home before you leave.
  • IP breakout: United Kingdom. That is where your data connects to the internet, so some sites may show you UK content.

So Balkans Special is a Europe plan that adds Bosnia and North Macedonia. It covers all five non-Kosovo Balkan countries, but it is not the cheapest pack that does.

Is Balkans Special the cheapest way to cover the Balkans?

Only at the smallest sizes. Half Global, from the supplier listed as 3, covers the same five Balkan countries and costs the same or less at every size from 5 GB up, with more data:

Balkans Special planPriceHalf Global at the same price or less
1 GB, 14 days$5.49none; its smallest plan is 12 GB at $16.99

10 GB, 30 days$27.9924 GB, 30 days, $27.99
20 GB, 30 days$41.9936 GB, 30 days, $37.99

For the same $16.99, Half Global gives 12 GB against Balkans Special’s 5 GB. For $27.99 it gives 24 GB against 10 GB. At the top, Half Global 36 GB costs less than Balkans Special 20 GB.

Price is not the only difference, though. Here is what you trade:

Two of those rows matter more than they look. Half Global’s validity starts when you install the eSIM, not when you land, so install it on the day you travel rather than a week ahead. And its IP breakout is Hong Kong, so some websites may treat you as a visitor from Hong Kong. Our Half Global guide covers that plan in full.

Balkans Special wins in three cases: a short trip through Bosnia or North Macedonia that needs only 1 to 3 GB, a route that adds Ukraine to the Balkans, or a traveller who wants the 30-day clock to start on first use rather than at install.

Why don’t most Europe eSIMs cover the Balkans?

Because they are built around the EU, and none of the six Western Balkan countries is an EU member. We sell 33 plans with “Europe” or “EUconnect” in the name. On 20 October 2026, 27 of them cover none of the six Western Balkan countries. The other six add Serbia and nothing else:

Europe plan that covers SerbiaDataValidityPrice
Europe 15 GB (eSIMGo)15 GB15 days$16.99
Europe 30 GB (eSIMGo)30 GB15 days$25.99
Europe 60 GB (eSIMGo)60 GB15 days$42.99
Europe Premium Unlimited 5 DaysUnlimited5 days$25.99
Europe Premium Unlimited 10 DaysUnlimited10 days$38.99
Europe Premium Unlimited 15 DaysUnlimited15 days$51.99

None of the 33 covers Montenegro, Bosnia, North Macedonia, Albania or Kosovo.

This is the trap on the most common Balkan side trip. A Croatia holiday with a day in Kotor or Mostar crosses into a country that a Croatia-friendly Europe plan does not cover. Europe 7 GB at $10.99 covers Croatia, but the moment you cross into Montenegro it stops. If your route leaves the EU even for a day, pick a plan whose list includes that country. For Croatia plus Montenegro, Europe and USA 12 GB at $15.99 covers both. For Croatia plus Bosnia, Half Global 12 GB at $16.99 does.

How do you cover Kosovo?

Two backpackers by a stone arched bridge in a Balkan old town, one checking his phone while the other points up the hill
Kosovo needs its own plan or a global one, because the cheap regional packs leave it off.

Kosovo is listed separately in our catalog, and the cheap regional packs leave it off their coverage lists, Balkans Special and Half Global included. You have three options.

A Kosovo plan on its own. We sell five, all from Airalo:

PlanDataValidityPrice
Kosovo 1 GB1 GB7 days$7.49
Kosovo 2 GB2 GB15 days$12.99
Kosovo 3 GB3 GB30 days$16.99
Kosovo 5 GB5 GB30 days$25.99
Kosovo 10 GB10 GB30 days$41.99

All five allow hotspot use, can be topped up, and start on first data use. Only the 10 GB plan carries the 5G label.

A global plan that covers Kosovo. Discover Global, Best World and World all list Kosovo. Of those, only Best World and World also list Bosnia. Best World 10 GB at $49.99 is the cheapest single eSIM we sell that covers all six countries.

Two eSIMs: a regional pack plus a small Kosovo plan. Half Global 12 GB at $16.99 plus Kosovo 1 GB at $7.49 is $24.48, about half the price of Best World 10 GB. Most current phones can store several eSIMs, and you choose in settings which line carries mobile data, so you switch to the Kosovo line at the border and back again when you leave. This works if your time in Kosovo is a few days and 1 GB is enough for it. For a longer stay, Kosovo 3 GB or 5 GB raises the total to $33.98 or $42.98, still cheaper than Best World 10 GB on a mostly non-Kosovo trip.

Which plan should you buy for your Balkans route?

Using the same rule as the table at the top (the cheapest plan with at least 7 GB for a moderate week):

  • Kotor, Budva and the Montenegrin coast, alone or with Dubrovnik: Europe and USA 12 GB, $15.99. Montenegro and Croatia are both on its list.
  • Belgrade, Novi Sad, or Serbia with Montenegro: Europe and USA 12 GB, $15.99.
  • Albania, including a Corfu or Montenegro leg: Europe and USA 12 GB, $15.99. Greece is on its list too.
  • Sarajevo and Mostar, alone or from Dubrovnik: Half Global 12 GB, $16.99.
  • Skopje and Ohrid, or Greece, Albania and North Macedonia: Half Global 12 GB, $16.99.
  • Serbia, Kosovo and North Macedonia: two eSIMs, Half Global 12 GB plus Kosovo 1 GB, $24.48. On one eSIM the cheapest is Discover Global 10 GB at $44.99, which skips Bosnia but covers this route.
  • The full six-country loop: two eSIMs at $24.48, or Best World 10 GB at $49.99 if you want one install.

For a short stay of a few days the cheapest plans are smaller. Europe and USA 1 GB costs $3.99 for 14 days and covers Montenegro, Serbia and Albania. Balkans Special 1 GB costs $5.49 for 14 days and adds Bosnia and North Macedonia.

FAQ

Is there a Montenegro eSIM?

Not as a single-country plan right now. On 20 October 2026 the cheapest plans that cover Montenegro are Europe and USA 1 GB at $3.99 for 14 days and Europe and USA 12 GB at $15.99 for 30 days. Montenegro is on the lists of 11 pack families we sell.

Does Balkans Special cover Kosovo?

No. Balkans Special lists 40 countries, including Montenegro, Serbia, Albania, Bosnia and Herzegovina and North Macedonia, but not Kosovo. For Kosovo, add a Kosovo plan from $7.49 or choose Best World, which lists all six countries.

What is the cheapest eSIM for Serbia?

For a week of moderate use, Europe and USA 12 GB at $15.99 for 30 days. For a short stay, Europe and USA 1 GB at $3.99 for 14 days. We sell no Serbia-only plan right now.

Which eSIM covers Bosnia and Herzegovina?

Seven pack families list it, and no single-country plan is on sale. The cheapest with 7 GB or more is Half Global 12 GB at $16.99. The cheapest small plan is Balkans Special 1 GB at $5.49 for 14 days. Europe and USA does not cover Bosnia.

Is there one eSIM for all of the Balkans, Kosovo included?

Yes, but only the wide global plans. Best World and World are the only packs we sell that cover Montenegro, Serbia, Kosovo, Bosnia, North Macedonia and Albania. Best World 10 GB costs $49.99. A regional pack plus a separate Kosovo plan costs about half that.

Conclusion: pick by the countries on your route

There is no Balkans eSIM that covers everything cheaply, because Kosovo sits outside the regional packs and Bosnia and North Macedonia sit outside the cheapest one. List the countries first, then pick: Europe and USA for Montenegro, Serbia, Albania and Croatia; Half Global once Bosnia or North Macedonia is on the route; a small Kosovo plan alongside either if you cross into Kosovo. Balkans Special is the pick only for a small amount of data on a route through Bosnia or North Macedonia, or for a route that adds Ukraine. If you are still choosing between single-country and pack plans in general, our list of countries with no single-country plan covers the rest of the world.

Before you buy, confirm

  • Every country on your route, including day trips, appears in the plan’s coverage list on the product page.
  • If Kosovo is on the route, your plan lists it, or you are buying a separate Kosovo plan.
  • Bosnia or North Macedonia on the route means Europe and USA is not enough.
  • For Half Global, you will install it on the day you travel, because its clock starts at install.
  • The size fits your trip: about 4–7 GB for a moderate week, 15–25 GB for a moderate month.
